So, Amy's role in Shadow's redemption was replaced in the third movie, making it the third time this has happened
What makes the scene in Sonic Adventure 2 work is that Amy embodies Maria's core qualities of compassion, hope, and an unwavering belief in others. That's why Shadow didn't push her away when she hugged him, why he hears her out when she approaches him, and why he extended his promise to Maria to her. Having Amy be the one that gets through to Shadow makes the most sense characterwise because she's the most emotionally intelligent of the group. Even if the movie doesn't have Maria's promise (which... fine), having a different character take Amy's role in that scene as if she's interchangeable undermines what is arguably Amy's biggest character-defining moment and strips the scene of its deepper emotional resonance and impact on Shadow
