"The guarantee of safety in a battering relationship can never be based upon a promise from the perpetrator. Though the abuser is often sincere in his promise to give up the use of force, his promise is hedged with implicit conditions; in return for his pledge of nonviolence, he expects his victim(s) to give up her autonomy. Any appreciable degree of safety must be based upon the self-protective capability of the victim. Until the victim has developed a detailed and realistic contingency plan and has demonstrated the ability to execute it, she remains in danger of repeated abuse.
