I believe Hex went incognito for some time in between her transformation and becoming a Skylander. She'd hide her appearance and only show up briefly to rid civilians of monsters before disappearing again.

Over time people would dub her the Shadow Maid (her working name in early character development) and she'd become a kind of folklore or myth in certain parts of Skylands. Whenever danger is near the Shadow Maid shall appear or something along those lines. A powerful-haunting-presence-esque narrative. It would still be a fearsome reputation, but at least this way they don't have a face to associate it with.
