Loki's eyes narrowed as he started to circle the stranger. "Who the hell are you?" he growled.

"Agent Slater." Maria nodded her head in civil recognition of the IA agent as she passed him in the halls. She believed in checks and balances, in the rightness of the system and in the need for rules to govern those that uphold the other rules and laws.

She believed that there needed to be someone to watch the watchers. That was her job, and Fury's. She and Fury watched each other. Maria Hill did not believe, at her core, that Internal Affairs was strictly necessary as a department. A few specially trained agents who can run inquiries when needed, perhaps, but not an entire department.

Slater did good work, though, and was a good agent. She just felt he, like the other dedicated IA men and women, would do more good in the field.
