So actually answer your question, yes, some of the core/tagged/expected skeletons will have some ectoparts, namely Dust and Killer. Horror does not, and neither does Nightmare. But like. Tentacles. So...

Full body is possible, absolutely, but takes a lot of effort to make and maintain, and we're dealing with Sanses. What they can is dependent on emotional state, magic levels, and practice.
For example, Killer gets bored easily, and thus can make male and female parts, breasts of varying sizes, and he's tried nonstandard reproductive parts, but he's not great at it yet. Yet.
