It’s not a matter of “does lily deserve it?” but rather a matter of “does james think lily deserves it?” Remember, James probably doesn’t think he’s a bully.
If James were to be in a place where he a, doesn't think he's done anything reprehensible, b, doesn't know why Lily rejected him, and c, thinks that Lily deserves punishment for her rejection of him, then Jules is in a place where she's not putting James and Lily together.
