The original plan was to wake Peggy up when they found Steve. But plans change and Howard hid the capsule that they were keeping her in, wanting to protect one of the few people he had in his life he could call friend. After she had unknowingly injected herself with a version of the super soldier serum and after she made sure all her ducks were in a row she finally let Howard talk her into giving a test a try. They were going to see how much her body could withstand frozen temperatures because even after they both agreed they would stop looking for Steve, they both never gave up hope.
Now after all that happened in DC and with SHIELD more out in the open, another Stark figured out Peggy’s whereabouts and immediately told the one other person his father would have trusted to take care of her. When she awoke from her cryogenic sleep, Peggy stumbled out, gripping onto Steve’s arms to try to keep standing upright. His warmth was welcomed against the chill that still clung to her skin even if the royal blue suit she was wearing was one of her warmer ones. Tears were in her eyes as she looked upon his face, a face she wasn’t sure she would ever see again. “Steve?”
