Just the other day I saw someone saying Homura isn't a yandere because she wasn't hostile towards the gang in Rebellion - she could've created a fake Mitakihara with no one but Madoka and herself, but instead she made copies of everyone else as well, and made sure they were happy (Sayaka and Kyoko living together as friends and Mami having Bebe at her side).
But what explains that is really just her cognitive dissonance. The desire which she displays is to protect Madoka and make her happy, and the thing that would make her the happiest (her wish) is a world where everyone is alive and happy, so that's the kind of world Homura created. So it can be said she wished to create a happy world for herself, but also Madoka as well.
However, the thing that 'makes' her a yandere is that beneath her wish for Madoka's happiness she wishes for Madoka to remain by her side, rather than Madoka fulfilling her own wish (saving magical girls) and bringing her own happiness. And that's what she ends up going with at the end of Rebellion, as far as I'm concerned - Madoka is happy and safe, but she also remains by Homura's side, fulfilling her wish. I think her selfishness is affirmed when Madoka starts recalling Homucifer's world isn't right, and Homura stops her from recalling the truth.
As for Sayaka, her cognitive dissonance, which all magical girls tend to have, is different. She had similar struggles to Homura - wishing to be by Kyosuke's side and loved by him, but also wishing for Kyosuke to pursue his own happiness. However, her resolve was allowing Hitomi to 'have' Kyosuke and letting them pursue happiness together while guiding her aggression towards the witches, thus despairing and turning into a witch. She made a similar choice as the little mermaid, who couldn't be with her prince nor could she kill him, so she chose to turn into sea foam.
Sayaka's choice was selfless. Homura's choice was selfish.
I really wanna tag this in case other people have some points I haven't encountered.......
