You might have UV vertices laying on top of each other, or an issue with the normal map.

Hm, in CTU it appears correctly (once I reloaded the package) with the ombre how it's supposed to be and what not, though?  It's just in the game?  But the game's got problems in general about this, it'll crash when I go into game with the horns.  :/

I really like the choice of tattoos! Have you tried tweaking with “head/face width” (forgot what the slider’s called) a bit?

Yeah the head width slider XD I forgot about it. I was doing this at 4am this morning. Muahahaha! Something else for me to mess with!
