There's probably a much easier way to do this, but this is the way I taught myself, so here we go
I have the steam version of the game, so you will need to direct yourself to steam > steamapps > common > saints row the third > packfiles > pc > cache to get the VPP files
You will need something called GibbedTools, specifically UnpackVPP, there should be a download of it on the saints row the third modding forums
Find the relevant VPP files in your cache folder and copy them into the same folder as your Gibbed Tools. The VPP files you are looking for probably have the word sound in them, or voices
Drag and drop your copied VPP file into the Gibbed Tools Unpack VPP. A black box should appear. Do not touch this box, it'll go away when it's done unpacking everything
When it's done, a folder of the unpacked VPP file should appear
You have now changed your VPP files into BNK files. The ones that have sound will end with media.bnk_pc
You will need to change your BNK files into OGG files. There's probably a bunch of different converters for that but I use the SR3 editing kit, which can be found on the saints row the third modding forums
In the editing kit, go to data > sound editing > prepared bnk data. Go back to your folder of BNK files and copy and paste your BNK file into the prepared bnk folder
Go back to the editing kit application and hit the unpack BNK button. This is the only button you should care about. Another black box will appear. Don't touch it. When it is done, a dialogue box will ask you to view exported files
In your exported files folder, there are your raw audio files (OGG files). I HIGHLY suggest putting these in a different folder and moving them elsewhere. I have a flash drive dedicated to audio files. When you have moved them, delete all files from your exported files and prepared BNK data just to clean things up. Going back to your OGG files, if you have Audacity, they can be listened in this format
If you want to do more with these files, go to Audacity, file > export and save your audio file as you see fit. I listen to them and type out the dialogue to make it easier to find later. After exporting, you have converted them from an OGG file to a WAV file
If you want them in an MP3 format, you will need an MP3 converter from WAV to MP3. I use SUPER, however, it will give your computer viruses if you're not careful, so be warned. Drag and drop your WAV file into SUPER and make sure the settings are as set. Hit encode, and it should convert your file
