Perfected Super Saiyan Blue DOES NOT make sense
Not letting your energy leak is how to use god ki. SSG & SSB (& god ki in base) are activated by utilizing this principle.
Perfected/Mastered SSB is just reiterating what SSB already is. Its basically saying "To use god ki is to contain your ki inside & not let your ki leak out. To use Mastered Super Saiyan Blue is to contain your energy inside (the same ki that is already contained inside & not leaking out) & not let that energy leak out."
How does that make sense? That's like trying to hold your breath while you're already holding your breath. It's impossible.
All this does is get rid of the aura, give a brief power boost, then cause a much faster stamina drain & damage the user. Mastered SSB is the opposite of mastering SSB. Mastering something is being able to use its full power without harmful side effects. Mastered SSB intended to copy Mastered SS (SS grade 4) but it does it all wrong & fails narratively.
Mastered SSB was also meant to be the manga equivalent of the anime's SSB Kaio-Ken. The anime usage of the Kaio-Ken works because it's a technique used to multiply power but at the cost of damaging your body. The chaoitic Kaio-Ken mixed with the calm SSB allows Goku to balanced the power & gives him the power boost he needs. Mastered SSB fails because the principle is to contain the already contained energy in order to gain a temporary power boost & damage the body...
Then there's manga Goku's power in the Tournament of Power.
The manga also has this "pseudo Kaio-Ken" power up for Goku in the ToP. It has principles of the Kaio-Ken but it is not the technique. It's simply Goku powering up to the point that it damages his body (Meaning that literally anybody can do this & that the Kaio-Ken isn't necessary).
This pseudo SSB Kaio-Ken makes more sense than Mastered SSB. Both were meant to be the manga equivalent to the anime's SSBKK, but neither stack up to the anime's idea of SSBKK.
Using Mastered SSB wasn't enough against Jiren, so Goku increased his energy & regains his aura that Mastered SSB got rid of. But, god ki keeps your energy from leaking out, meaning Goku isn't releasing any of his energy if he's in a godly transformation... but his aura disappears with Mastered Blue & reappears with Pseudo Blue Kaio-Ken for what reason? 🤔
See how confusing & nonsensical the manga is?
I could be missing something. But so far Mastered Super Saiyan Blue doesn't make sense to me. Maybe the manga doesn't share the same idea as the anime (controling your energy & not letting it leak out is how to use god ki).
And no, this is not SSBKK.
The coloured managa also shows otherwise when all the aura is just blue instead of mixed with red. The manga also states it just uses the same "principle" as Kaio-Ken, never stating that it is actually the Kaio-Ken.
This is why I refer to it as "Pseudo Blue Kaio-Ken."
(UPDATE: I can't remember what article it was in, but it said that Super Saiyan Blue Kaioken was used in the manga. That article may say that but it is not stated to be such in the manga. Just like how an old article explained Potential Unleashed Gohan as some sort of Super Saiyan 2 form when it's not a Super Saiyan form at all.)
