1. Following the battle over Installation 04, ONI Section 3 sends a prison ship (the Mona Lisa) with research laboratories containing numerous imprisoned humans and Covenant member species into the debris field to collect Flood super cell samples.
ONI Section 3 then comes up with the idea to experiment on the prisoners using the flood super cells to see if they can find a way to use it against the Covenant in the ongoing war.
Nothing good comes of it and the research ends up going to complete shit REALLY fucking fast!
With the Flood outbreak it results in leading to 99% of those on board being infected and assimilated, and a Proto-Gravemind forming in the engine room (see above).

2. In order to level the playing field and better understand the Starkill so as to fight back against it, HOME Delta decides to conduct experiments using human beings and Starkill samples.
Results vary from complete and utter failure (as seen in the images above) to being at least slightly, albeit questionably effective.
And yes, it does come back to bite them on the arse.
