Sometimes I Feel Like I Might Shatter
Steampunk Spamton EX Swatch and the Swatchlings built his body and he helps at the cafe once they are in castle town (this isn’t really spoilers per say. Kind of a ‘what if’ scenario)
They found a way that he could see again, making this the first time he’s had sight since his Big Shot downfall/ accident. He uses the cane because he’s not used to a body with two good legs quite yet, plus he likes it XD The Addisons designed his outfit, so blame them for all the pink and yellow

Well, it's a mask, so he can't really change the expression much. So yes, essentially, he is 'always smiling'.
Still, he does have little signs that he uses to help express himself like so:
