Education as a right, instead of a privilege.

MIT and UC-Berkeley already make available most of their lower-level course material online, to the public. What if they gave away the exams, as well? Free and open standardized testing for core college material and a government panel of academics to administer it? Make it tough as shit and the credit will be highly respected.

This will not happen because one's formal education is still a very useful class marker. When useless, alcoholic frat guys can no longer buy admission to the upper middle class, they will throw a real shit-fit.
