greg is delighted to be in on another scheme with tom, despite having little details of what said scheme involves. he's power/money hungry and he knows that really, the only one he can trust to put him in a good position is tom (as much as you can trust anyone, that is). there's a certain amount of loyalty, of dependence between them that they don't have with anyone else..
shiv, however, has just had her world shaken because this isn't tom, tom is loyal (obedient, her dog to kick that always comes back). she knows he's the one that's betrayed her and she never even saw it coming (thought she kept him on a tight leash), so everything for her feels upended in this moment.
