12. Do you believe that the prime directive should have elasticity?
Yeah, I think so, anyway. It all depends on how you look at things, though. This kind of scenario was throughly explored in TOS, what with "Patterns of Force" where contact with a member of Starfleet encouraged the evolution of nazism on another planet, as well as "The Omega Glory" where Kirk encourages a culture with striking similarities to colonial America to strike out into freedom and such, just to name a few. ANYWAY. I believe that if violating the prime directive will, in the end, benefit or otherwise help/further advance the alien culture, then by all means go for it. Otherwise, if involvement is going to drastically alter the fate of the race, perhaps for the worse, then the prime directive must be kept to.
13. If you were not in a position of command, and several officers began exhibiting violent xenophobic tendencies toward non-human members of the crew, what would you do? How about if you knew that neither the captain nor Starfleet would do anything to stop it?
I think I would find subtle ways to get the officers into trouble with the higher-ups, little things that would ensure they would be kept under careful watch. I'd probably sabotage something of theirs, something essential, and make sure it could not be traced back to me. Sure, it's risky, but I'll be damned if someone's going to be an ass to non-humans. It's just not right.
20. Given the existence of non-hostile aliens, do you believe that an organization akin to the Federation would appear between said aliens and humans?
I think this sort of alliance system would be kind of an inevitability. Once we as a human race discover other intelligent life, and it discovers us, we can't just ignore each other. Together, we'd have to form some sort of alliance to keep the peace, in the same manner that other countries have done in the past.
