note that in germany you do not need two egress stairs....here you see one egress stair on the outside, and an open stair at the elevator core - in the united states the open stair at the elevator would be a “monumental” or “convenience” stair (and therefore can stay open and be connected to the elevator lobby). you would need a second enclosed stair somewhere inside or outside of the building for egress.
