Sure-Fire Comics #3 (October, 1940).
Flash Lightning, a man who received his “wonderful powers” from the ancient wizard Shazam The Old Man of the Pyramids in Ancient Egypt, is super-strong, invulnerable, can fly, and shoots lightning from his hands. However, getting encased in super-quick drying liquid cement takes him out of action. And the bad guy in this story, coincidentally, just happens to keep a spray canister of said cement his desk.
