Another Siberian Animal Flag: Surgut, Khanty-Mansia

from /r/vexillology Top comment: I am enjoying the animal themes on local Russian town and city flags. Here is another one: the flag of Surgut (pop. 306,675), the largest city in the Khanty-Mansi Autonomous Okrug. The name Surgut means "fish hole", but their emblem is a very cool-looking fox.
