Does anyone know what this green thing on the bottom of the bit is?

I was watching a vid and have never seen something like this before before, is it to stabilize the bit maybe?

Another tack question for the masses: I have an old leather headstall that's in pretty good shape that used to be my moms. I removed the bit and reins cause they were in bad shape. Luna won't take a bit and I don't ride in bits really anyway, so if I were to repurpose the headstall, buy some rope reins and a bosal/hackamore noseband and and attach it to the leather headstall, do you think that would look ok or would it look ridiculous?

Can someone explain the purpose of a half pad please?

I'm not well versed in English tack and things. So half pad? The fleece pads that are saddle shaped? What are they for, like do they have specific uses?
