I have always used this method detailed by @hugelunatic to merge fences, and it works perfectly. But it's a little tedious, especially if you're trying to merge a bunch of fences at once.
Today I realized that as long as you want the same name/description for each fence, they can all use the exact same STR file. And as a bonus, this makes changing prices faster too, because you don't need to update every catalog description to reflect the new price.
Throw all the individual fence package files into SimPE
Change all the XFNCs to have unique instance values
Delete all but one of the STR entries
And that's it, you're done! One nice neat package for all your fence colors, and only one STR to update if you change its price.

So basically, this is a simple tutorial on coloring a black and white photo to your liking. A friend of mine asked me to color the photos in my example for her so I decided hey, I might turn this into a tutorial so people can know how to do it too! Bare in mind, my PS is an old version so it might now be as good as some but it's a simple tutorial you can play with.

What you need really is, photoshop. Any version will do.
Open up photoshop.
Choose your black and white photo! For this tutorial, I will be using this photo.
Open your photo up in photoshop, set it to the size you want it to be. (MAKE SURE ITS SET ON RGB COLOR SETTINGSWHEN YOU OPEN IT!) To do that you change this. If it's still on grayscale, it won't work!
4. Now you've chosen your photo, made sure it's on RGB color and it's the size you want? Awesome, now it's time to color!
5. You insert a new layer, so you go to your top menu and go Layer > New > Layer. Then you click okay.
6. Then you go to your Adjustments bar and it should look a little like this.
6. Then you click on the arrow where it says Normal > then you choose the color option. Then, it should look like this.(Blue ring is where you click)
7. Now you do the skin, find a suitable skintone color - there's many color palettes around or you can just play around with the color until it suits which is what I do. You go to your color bar and you chose a skin tone.
8. Now, you're ready to color. It's like a little kid, you color in the places which are necessary.Play around with brush sizes to whatever your comfortable with. So then, it looks something like this.
9. Magic, right? Now you do the layer option again. Make a new layer for the eyes, lips, hair and clothing. Go to Layer> New > Layer and then click okay. So you should have a brand new layer on top of the previous one. You do the same thing with the color, change the normal setting to color as stated before.
10. Now, you color again. Just like before. IF the color is too dark, you can play around with the opacity option on the right hand corner of your adjustments bar.
11. Now it should look like this.
12. Now, the rest is up to you. Play around with the colors, maybe even color in the background and details and best of all, put a PSD of your liking over it to make it more effective. Add textures, whatever you want.
Keep adding layers when you want to color, especially if you change the opacity.
