Settings (the little cog wheel thingy up top) --> your blog's name down on the bottom left (should be the last thing on the menu) --> check "allow replies from people you follow" and/or "allow replies from people following you for more than two weeks"
Just a warning, but it's not a very perfect system...people can only reply if they're reading it on their dash or have liked the post. If they go to your page & find the post, they can't comment that way. I feel like I could design Tumblr in a much more user-friendly manner & my web design knowledge is extremely elementary, but whatevz.
