Is the Eye trustworthy ?
The barely any information and the absolute faith, zero proof part makes it questionable. That's why it was actually clever to say in the beginning of the second movie that Henley lost faith because it set her up as someone who saw through the facade, who was smarter than the rest of them, who realized, faith in any organization without proof is dangerous. They could have continued with this story but no. (They kept her as a surface level character.)
It set up the mysterious organization as a big question mark. You cannot know unless they reveal it to you. Or... unless you do your own research.
How interesting it would have been if the plot of this movie actually would have been Henley trying to take the Eye down because she figured out they are shady. That she spent the last ten years collecting evidence, hacking systems, running from the police and the Eye itself, trying to change how the shady organization used out skilled magicians for it's own gain, reveal it and make a difference?
Believe without proof or foolishness with desperate need to be something?
The third movie could have answered the question they asked in the first one.
