Does having a large brain: Body ratio make an animal more evolved than other species?

I mean ‘more evolved’ isn’t really a thing.

More intelligent, perhaps or more likely to have higher intelligence.

But there’s relatively common animals with many more genes than humans, so its really hard to quantify what more evolved even means when all organisms evolve in response to their environment.
