I appreciate the question, thank you! Will likely later add this to the original post too in some form so that it's actually in there from now on, but I wanted to make this an actual post for answering the question too!
So, like, for the written language that "comes with" a spoken one? That is definitely included, since it's basically a written form of the spoken one that's learned.
If there's a language that is only written though, it would fall more into the same "category" as where I would place sign language, which is that no, it's not learn-able through lip-contact.
The tamaranean might be able to get a few gestures from the lip-contact nonetheless that might help with basic communication (say, hands up for showing you mean no harm, shaking head for no or sth, these things, if they exist for this species/language), but nonverbal languages are not learn-able through lip-contact.
One thing this leads to that I like to imagine, is that Starfire actually has to slowly manually learn sign language to communicate with the people of Earth that use it (most prominently the fellow hero Jericho), and that those languages are quite a challenge for most tamaraneans, considering that most of their life, all they need to do is one lip-contact to be able to just fluently use a language.
(I'm not sure just how much sense this makes, since I'm p sure it must be possible to dream+think in those non-verbal languages too and shouldn't it then still be possible for a tamaranean to get the information through lip-contact, but like, I'm not that deep into science behind my ideas so like, just take it that for me, lip-contact works for the verbal languages, and gestures to a degree, but not things like sign language or written-only languages.)
