Yes, I am certain. I use a mix of quality Roserade potting soil and mulch, since that seems to be what he likes best. Though I know some Roserades prefer one over the other. I take him to get checkups regularly, and his nutrient intake all seems to be in order.

Thevetia has a chronic wilting condition, the nurses I've taken him to all agree that it seems to be stress-induced but that I've done everything I can for him.

They certainly can be. Roserades, I've heard, are known for being quite particular. Thevetia especially, in my experience. He'll be fine, he's just a bit grumpy. Hopefully his mineral water soak will help cheer him up.
