Are you sure that mulch your giving him is of a high enough quality? He doesn't look very healthy...
Yes, I am certain. I use a mix of quality Roserade potting soil and mulch, since that seems to be what he likes best. Though I know some Roserades prefer one over the other. I take him to get checkups regularly, and his nutrient intake all seems to be in order.

Thevetia has a chronic wilting condition, the nurses I've taken him to all agree that it seems to be stress-induced but that I've done everything I can for him.
Yeah, plant Pokémon can be pretty picky with their bedding. My Petilil threw a fit when the store we go to didn’t have any in stock! But, I suppose that’s normal for Petilils.
They certainly can be. Roserades, I've heard, are known for being quite particular. Thevetia especially, in my experience. He'll be fine, he's just a bit grumpy. Hopefully his mineral water soak will help cheer him up.
