Let's imagine Azula won, imprisoned Zuko in harsh conditions for years(chained up and alone), and then decided to give Zuko a chance to prove his loyalty to her and "redeem himself"

And even her offer of "redemption" implicitly contained the premise of her maintaining control over her.
