we don't have many statements on how many outside of the sundered houses are sorcerers, not that they don't exist, azune is proof enough. but we don't know for example if other members of the arcane marshals are trained wizards or have innate sorcery. so far, the majority of sorcery power has been in the sundered house and possibly some of their vassal houses, and are moving to control or sanction the usage of the arcane in general with the changes to the revolutionary guard and the penteveral and so on.
it is not completely wild to assume they were looking for instances of sorcerous powers to assimilate them in the houses years back and essentially lessen whatever threat of competition may later arise (say since magic is growing wilder the further away from dol-makjar, it could possibly produce a lineage of sorcery to those magic stricken areas). OR even descendants of the human sorcerers that killed tansul (we Do know royce, cormoray and einfassen were against him, we Don't know if the sorcerers that wielded the staffs belonged to those houses)
where am i going with this? i was thinking of possible reasons azune had to leave his home, AND the fact that luis used the word lineage to describe his character's arc. (and the almost thunderous sorcery he seems to have in the character art/the land of perpetual storm the seekers are heading to) and 'the second chance' could very much mean getting him away from the houses claws if they were starting to search for such individuals or something like that. especially if the mercenary group he was given to was loza's (though that is not clear as well, if he was given straight to the torn banner Or found himself there when they were looking for allies in other mercenary groups)
