I mean, I think it was morally disingenuous of Steven Moffat not to bother to advertise only 12 until the episode in which he resolved it! WTF man! Usually he's so polite about such things! But the regeneration cap is literally not mentioned in New Who until Time of the Doctor and that is VERY shoddy. There were plenty of opportunities to bring it up all season long! The closest we got was "No sir! All Thirteen!" WHICH WAS A LIE ANYWAY CUZ HE'S 14. come on man!
