Thulani is an ascended deity, which means his powers and abilities depend purely on what people -believe- he can do. Because his original civilisation was lost, he has no large following. Instead, he resides in Ogygia, seen by the locals as some sort of hospital dwelling cryptid, or a weird local ghost. Elysia, having a big connection to ghosts, probably came to Ogygia on the rumours about Thulani to investigate what sort of rowdy spirit is haunting these poor people
