What do you think it would take for your Viktor in Hero Reform to become a villain?
Ooooooof that's rough. That's rough indeed. I don't think he'd ever become a straight up and down villain witht he way this story and his character development is going. Vigilante at most... but never villain?? This kind of dives into the code of ethics/morality that History Maker abides by too, which we haven't gotten to yet. I'll say that HM and heroes in general are definitely considered a supplementary resource for matters that are beyond the capabilities of the police force. So HM can take liberties and make decisions that a normal police officer can't... For example: if the police can't bring Tim Fair in peacefully with 0 casualties, they can't expect Victor to. They expect him to minimize collateral damage and he does that, whether Tim comes out of the fight looking worse for wear or not. So, some F-class, 1-star basic bitch nobody could rob a bank, get caught by the police, fight the police, get a black eye from the police, and then potentially argue that the police used excessive force. The officer who did it would probably be penalized for that black eye. But if Tim Fair tries to argue that a black eye Victor gave him was excessive force, he'll get laughed at. And the lines between heroism and vigilantism blur from there...
But YEAH. I think Victor's darkest desire is to kill the doctor that experimented on him. The only way he'd direct that murderous intent to others is if maybe he found out someone he loved/trusted was somehow working with that doctor/enabling that doctor. I think a combination of betrayal and spiraling emotions would drive him to lash out at the person who betrayed him and anyone who gets in between him and the traitor. If we put this altercation at the heart of HM, boom. Villain Victor. Because everyone's going down.
