Headcannon time.
I always imagined Timeman to be a really thin robot master. He isn’t weak he’s just super lithe. Also his time arrows aren’t super strong but he has some insane accuracy with them, why bother breaking armor when you can just aim for the weak spots?, which can turn dangerous fast when he combines them with his time slow ability.
