Theodore had been transported back to the Commonwealth following him breaking the Q's deal, back to the year he disappeared from it, as if his travels were only a dream. He had gone back to wandering, like a ghost of the past, his allies and enemies long gone.
He had been drawing at the steps of the old Hubris Comics store when the young woman approached, and he tilted his head up a bit to look at her from under the pointed brim of his hat.
"Does Raider jerky count?" he replies dryly, setting his pencil between the pages of his journal. "Or are you not the kind to stoop that low? I have water, if you don't want the jerky."
