Shark City

It was a bright and breezy morning. While the waves lashed against the pier and the rocks which housed the great sea lions, the weather had been nothing short of gorgeous. Unless you counted the local fire department on high alert for wildfire warnings. The light was so intense, motorists had been advised to wear sunglasses while driving, lest they be blinded by the brilliant shimmer on the sea - they didn't call California the Sunshine state for nothing.
The heat had driven everyone to the beach; mothers rolled out towels while their children scampered across the sand like turtle hatchlings free from their eggs. Middle aged women smeared on tanning lotion and tuned into their wireless'. Teenagers with surfboards waited anxiously to go out as far as possible for the perfect tide. Elderly men waddled down in bathing suits and swim caps to the water, stopping when it reached their knees.
Away from the bustle of the crowd, Kitty walked along the beach in an navy sundress, her curly black hair's fresh style threatening to be undone by the warm wind that sent the sand swirling at her ankles. She was scanning the beach below her with a metal detector-she had borrowed it from her Dad but was sure he wouldn't mind if she used it for treasure-hunting. One of the boys in her class had bragged about finding an unexploded bomb at the same beach - she knew he was lying.
In front of her, she spotted a boat near the small harbour adjacent to the beach which she had never seen docked before. Fancier than an average fishing boat, but not as extravegant as the yachts which cruised the ports. A figure stepped off of it onto the dock. She gingerly took her headphones off and began to make her way towards the vessel.
"Hey there!
Are you new? I've never seen anyone with a boat like that around here."
