Heya! Sorry it took a bit for me to get back to you on this. I am definitely hip to your jive and I hope you are ready for a lore drop as an answer pretty much. I started to answer this at work and then realized it was going to be long.
In short, the answer is 'sort of'.
There is nothing intrinsically supernatural about any location without the interference of people involved so Carthage itself doesn't give off any specific notes to draw in on its own. A place is not more predisposed to any bend of magic. Instead, it is the acts committed in a place that can create little hints of what is there to the atmosphere of a location.
In the case of Carthage the acts of magic, hauntings, and the demonic have created a few things someone may pick up on depending on what they know about.
With the amount of spirits rooted to the place, there is a draw to those that are sensitive to spirits, even those that are sensitive that may not be wholly aware of what it is they are sensing. That is one reason that there is the entry on the timeline where the Spiritualism Encampment as they were drawn into the area by a number of already established hauntings (as well as perhaps a few frauds amongst them who were just either swept up in the movement or down for the thrill of it or the notoriety). How sensitive people are drawn to the area mainly depends on how knowledgeable they are about what they can do. People who have no idea think they just ended up there by happenstance but people who are more in the know about what is going on with them will see signs of the haunting such as seeing shadows, feeling a clamminess in the air, and the like.
The demonic are drawn to a place through the actions of those who call them or the magic of those they may corrupt. If calls for them grow more and more from a certain place they are apt to keep an eye on it either because it can be a place to settle and blend in more readily or it could be a place to twist and corrupt; that just depends on their own agendas. One thing for demons operating as demons instead of masquerading as human, witches, or sensitives is that there has to be good hiding places as setting up Deals out in the open doesn’t do so places with a good dense wood, caves, or just places where they wouldn’t necessarily be seen are best.
For witches of either type, their interpretations of what they could sense from Carthage would be influenced by their own predilections and magical dispositions. While the signs of a lot of magic wouldn’t be permanent unless it leaves a physical mark on something they may feel a burn to the air and ground in a place where particularly powerful magic was recently done (like a Deal, major healing, or even an exorcism). Less strenuous magic may create a duller tingling in the air or vibration in the ground but it would also dissipate faster than more major magic. Witches that have a more natural bend to their magic would also pick up on plant life they may find in the area as evidence of what discarded plants from different rituals may have taken root. (all witches could notice that, actually, but witches more in tune with nature would more readily recognize the bulk of plants that shouldn’t be native that would have a magical purpose). There are also Witch Marks in a lot of the older buildings in Carthage, something common in other places as well but they could recognize the symbols and know that there at least has been a community of magic users in Carthage even if they aren’t familiar with the current occupants. Although to a lesser degree than those that are sensitive witches may have some awareness of the ghosts, especially if the ghosts are of witches that may be attempting magic on their own side of existence. Witches could pick up on spells they cannot physically see and get a tingling of the intent of that magic.
