I understand being scared of being perceived as a creep but this is putting women in a very victim-blame-y situation. You cannot be angry at a woman for being offput by catcalling.
On a separate note, the average compliment is not a cat call??? How the fuck are you complimenting people for it to be perceived as a cat call??
Catcalling is inherently about giving unwelcome attention in the form of boundary-pushing, be it verbal or audible. There is a giant difference between saying “Excuse me, I just wanted to say I really like your dress :)” and “yeaaah broad, love how short that dress is, yeaaaa flash me a titty”.
If you just smile pleasantly and say "Pardon/sorry/excuse me, really like your hair, it looks lovely today" to a woman, she will not be put off at all.

Like, for simple example. Before I even knew I was trans, I was 9 and got my first Pixie cut. I was super happy with it and I went to a downtown market thing with my mom and dad and I remember specifically I was wearing a brick red shirt with thin navy blue stripes. I got called a man THREE times that day and every single time I just felt so happy inside and I didn't think to think 'wait, but I'm a girl!!!!' I was just happy. On the way home in the car I mentioned to my mom "I got called a boy 3 times today." And she said something along the lines of "Well, you should expect that to happen, you're a young child with short hair and a sorta boyish shirt" and then "if you choose to let it grow out that wouldn't happen." And I remember outwardly shrugging it off but internally I was like "NO. 😤MOM.🤬 I LIKED IT. 🤬IT WAS AWESOME.😤 TO BE CALLD.🤬 A BOY.😡" and I just think back to small things like that through out my younger years and think "how the fuck did it take me this long to realize I'm a dude"

but im transmasc and i fucking love nail polish and makeup.. it makes me feel like a peacock. idk.. im not entirely binary, but its nice. i almost feel more masculine in makeup and nailpolish and feminine clothes. i have a deep voice and my shoulders are broader than my hips from working out. im not on t yet, but when i am im going to be able to be even MORE feminine and still pass. which im absolutely estatic over.
