My totally-not-actually-a-theory-but-me-being-funny "theory" from Episode 18? (SPOILERS BELOW)
Celia keeps going back and forth because her name starts with a C which is SO CLOSE to a G (Like Gertrude, Gerry, and Georgie) but not quite so this universe keeps rejecting her.

From a timeline standpoint, I wonder if this could be the work of ERROR?
Tape recorders at the scene? Fears coming through pretty clearly in my opinion? Very The Magnus Archives-esque.
It would make sense timeline-wise given that ERROR would have escaped from the Institute ruins back on March 9th (Episode 10) and the first victim would have been March 20th (Episode 18) followed quickly by March 22nd when Alice finds the victim in the alley (Episode 15).
Also, follow me down the rabbit hole for a minute, what if ERROR is the last archivist? It seems logical to me given the tape recorder at the scene Alice finds and these people seemingly unwillingly giving their statement even post death.
