... so what you're saying is that we should wait for the reds to finish training replacements, then burn down their district? Corpses burn to ash in much less than nine months, so this will give us a cleaner world faster.

As can be easily derived from psychological prediction, or observed from cases such as Evalee, Biyan, and the aftermath of Rivik, reds who expect to be killed once they train replacements are not likely to cooperate with doing so, and are likely to additional and often violent action against it. (Conversely, as can now be seen in multiple countries, reds who expect cleaning cooperate with training, cleaning, and integration/emigration.)
It is very understandable to react to thinking of something on the scale red districts with the desire to end it if it cannot be done immediately than at least without any unneeded delay. But we are a thinking species, and we can act better than on short-term urges and fulfillments!
Just as population controls are superior to the immediate gratification of a satisfied spring followed by constant war, and are thus implemented, cleaning is superior to the immediate gratification of snuffing out a horror in the shortest term followed by violence, crisis, and great impediments to further progress, and should be implemented by all responsible governments without delay.
