The only police force in Midgar is Shinra’s military, ad they aren’t exactly known for their sense of justice and fairness. Hoping to create a better world for everyone, Chie joins Avalanche. She possesses not only a wide collection of Materia, but a Summon named Tomoe, with which she has formed a remarkably strong bond. While seemingly hotheaded and not entirely thoughtful, Chie’s dedication to her ideals has driven her further than anything else. 

She participates in the bombing of the Reactors, but where Cloud and Co. leave for their quest against Sephiroth, Chie remains in Midgar, mainting that somebody needs to keep Shinra from getting out of control - especially after they dropped the Sector 07 plate in an attempt to kill Avalanche’s members. While she remained more or less alone, Chie was crucial in providing relief efforts and keeping Shinra’s military at bay; her efforts likely solved hundreds of lives. Deciding it’d be easier to leave her alone, Shinra’s troops pull out of the area, allowing Chie to continue her efforts.

 Both during and After Metoerfall, Chie continues to play an important role, even if she seems to be on the sidelines. She helped coordinated the efforts to evacuate Midgar, planned and participated in the building of Edge, and spearheaded the efforts to cure Geostigma. Although her combat talents were never fully developed, it’s quite possible that more of Midgar’s surviving inhabitants owe her their lives than don’t.
