There are few people in the world that Jiraiya truly respects. And most are those people are older and wiser than he is -- they're people who have taught him, who he's seen in battle.
Akemi is certainly not older than him (but she's almost certainly wiser, to be perfectly honest) but he respects her a great deal. It doesn't only stem from their relationship, but from the things she's been through, the things she's survived through.
He doesn't quite know how to tell her that he's proud of her without coming off as patronising, but he really is. He's seen people fall to things that were much less traumatising than the things she's gone through, but just he fact that she's still here is something he's almost in awe of, on occasion. He has a deep-seated respect for Akemi, but it's not something he can easily express to her.
