Explozie puternică la o conductă de gaz din Hurezani

O explozie puternică a avut loc, luni, la conducta de gaz din Hurezani. Deflagrația a fost urmată de un incendiu în care au fost răniți cinci angajați ai companiei Transgaz și distruse nouă mașini, anunță pompierii.

În incendiu, a mai ars acoperișul sediului companiei. Cei cinci răniți au ajuns, cu răni ușoare, la mâini, la Unitatea de Primiri Urgențe din cadrul Spitalului din Târgu Cărbunești.

European officials have questioned Romania’s gas transmission system operator Transgaz about its non-compliance with transparency requirements outlined in the Third Energy Package, according to correspondence seen by ICIS. Janez Kopac, director of the Energy Community Secretariat approached Transgaz with a firm request to explain its failure in publishing Russian transit gas flow data at critical entry and exit points with Ukraine and Bulgaria. The transit pipeline refers to the Western Line, also known as Trans-Balkan pipeline which carries Russian gas via Ukraine, Republic of Moldova, Romania, Bulgaria to Turkey. In a letter sent to the Energy Community on Wednesday and seen by ICIS, Transgaz admits to its non-compliance, pointing to ‘objective’ reasons linked to its contracts with Gazprom that were preventing it from aligning its transparency policies with European requirements.

“Following Bulgargaz’ agreement on the publishing of the Isaccea I interconnection point capacity data, Transgaz will proceed to the publishing of such data as soon as possible in accordance with the provisions of the European regulations.”

It then points out that the Isaccea II and Isaccea III interconnection points were established in 1986 and 1996 respectively following an intergovernmental agreement between Romania and the Soviet Union/Russian Federation.

The first transit contract is expected to expire on 31 December 2015, while the latter will end on 31 December 2023.

The Transgaz letter points out that although Romania unilaterally terminated the two intergovernmental agreements in 2011, the two commercial transmission contracts with Gazprom were still in force.

It stresses: “Any attempt [by] Transgaz to unilaterally terminate them would have adverse consequences, considering litigation issues, the compensations due by Transgaz and the security of gas supply to this European region.

“The uncomfortable situation of Transgaz of not being currently in the position to publish the capacities in Isaccea II and III interconnection points arose from the lack [of] agreement of the Russian party on data publication.”

Transgaz concludes by admitting that its non-compliance had initially led to an infringement procedure by the European Commission against Romania.

However, it stresses in its defence: “The European Commission is in possession of detailed knowledge of the situation of the cross-border interconnection points between both the Ukraine-Romania and Romania-Bulgaria directions and appreciating the efforts made by Romania for the harmonisation with European regulations it took the decision in 2013 to suspend [the] case and not refer it to the European Court of Justice.”
