Are you allowed to open the Bible in the department I work for in the city of Talladega?

The department I work for, for the city of Talladega, is run by a director. (The director had no knowledge of the events below)
The department also has a supervisor. Our department is divided into crews. My specific crew has a team leader.
All the crews meet first thing every morning in one room and we all sit at tables for approximately 30 minutes. Approximately 30 minutes into our day, the supervisor tells each crew leader what he wants done for the day. When that is accomplished everyone leaves except for my crew. (My crew runs the bucket truck--to cut down trees, my crew also runs the claw trucks--to pick up brush or furniture which people have throwed on the side of the road, and we also run all the big tractors-to keep the city bush hogged. With it being so wet, we can't do a whole lot at the moment).
During the 30 minutes we are sitting there every morning, most everyone is on a cell phone reading Facebook, watching videos, or listening to music. (I leave my phone in my vehicle because we signed a paper against the use of our phones while at work)
The supervisor himself had folks scrolling through Facebook the other day, when they were gossiping about someone who had cheated on their spouse.
So this morning I pull out my compact Bible and I am reading through a chapter just waiting on our orders.
Well once everyone was dismissed the supervisor tells my co-worker to get with me and inform me that I can't read the Bible while sitting there waiting because it is disrespectful.
Now I have been in quite a few departments since going to work for the city and most folks are on their phones. We have pulled up next to some parked city workers and they were watching movies.
So it is clear that someone can watch movies, browse Facebook, watch videos, etc... while working for the city of Talladega. You can even spend hours gossiping (which is one thing that they all do and is why you do not give personal information while at work)
There is just one thing that you are not allowed to do and that is: pull out the Word of God and read it, because it is disrespectful.
