The picture being painted of the local government boards over the past two years is that of a culture so corrupt, so riddled with patronage and cronyism that it literally takes the breath away.
The Port Authority of Guam board of directors, the Guam Medical Examiners Board, the GIAA board of directors and the board of trustees at GMH are all operating under a dark cloud, and against the interests of the public. Shit stinks!
The cavalcade of corruption continues unabated from Adelup and now apparently seeks quarters at the Justice Department, which itself was recently bloodstained by one judge's recent imprudence that led directly to the shooting death of a battered wife by her husband, who was released after a slap on the wrist by magistrate Alberto Tolentino.
In the meantime, thanks primarily to a legion of whistleblowers alarmed by the growing attack on civil liberties and workers' protection on Guam, a light is now being shined into every corridor of island government and wherever that light points it seems out pops a stinker.
The piles of shit have been dumped in the Guamblog inbox. More stink with the Port, Mamie Balajadia and the board of Allied Health Examiners, as well as a continued lack of pharmacy vendor payments which now endangers the lives and treatments of dozens of cancer patients.
Port of Guam
The PAG board of directors - or more specifically, Dan Tydingco and legal counsel attorney Mike Phillips - after already trying to criminally coerce false testimony from assistant Safety administrator Leonora Leon Guerrero, have attempted a new strategem in order to bolster the illegal termination of the Port 6.
Well, actually, it's now the Port 7, since they fired Leon Guerrero for refusing to perjure herself and claim former GM Mary Torres and Vivian Leon ordered her to change documents in the Bernadette Meno case.
After the board refused to comply with a Discovery order by the Civil Service Commission, board chair Dan Tydingco apparently has reached out to his brother chief deputy attorney general Phil Tydingco for help in covering their illegal acts of termination at the Port.
In a highly unusual move, the AGO is attempting to interfere with the CSC investigation and appeals by the Port workers. According to sources, for the first time that anyone can recall the AGO is directing the CSC to not ask or accept documents from the Port that would prove the Port 7 were illegally terminated.
The AGO sent a missive insisting they back of the Port inquiry, saying the fired employees were part of a criminal investigation. Senator Rory Respicio wrote to AG Lenny Rapadas cautioning that members of the AG’s staff may be trying to influence ongoing CSC cases.
Respicio called for the removal of at least one deputy attorney general from involvement; and requested appointment of a special prosecutor due to allegations of witness tampering, threats and intimidation.
A Guamblogger reader wrote to say, "Lenny Rapadas would be insane to take this case to a grand jury and to trial. If he does this case will be unraveling in the midst of his re-election campaign and he will have half a dozen politically persecuted former port employees being found not guilty in the middle of his election. His re-election would crumble all because he agreed to do the political sabotage of his friends - who are brothers - Dan and Phil Tydingco."
In a separate email, another blog fan thought that, "It would be interesting to find out if Dan and Phil's sister, U.S. District Judge Frances Tydingco Gatewood has had any conversations at all with her double trouble political hitmen brothers. Especially unsettling since there are allegations of federal violations of witness tampering by at least one of her siblings."
Guam Board of Allied Health Examiners
Ironically, the AGO comes into play with another questionable action that would appear to be in violation of public law. This time it involves the GBME and the son of veterinarian Dr. Joel Joseph.
Dr. Joseph's son has been banned from filming the board members or even entering the dept of Agriculture following the GBME attempts to railroad an illegal action against the beleaguered veterinarian.
In a blatant violation of the open government law, GBME chairwoman Mamie Balajadia calls the attempts of Ben Joseph to document in video the board's meetings - despite senator Tina Muña Barnes having reminded them already that video recording is allowed by law - an obstruction and seek the aid of the AGO to trump up false charges against Ben.
In a sad twist of irony, the appropriate agency to go to with a complaint to safeguard the public against such actions would be the AGO.
The personal vendetta Balajadia and her spurious board of allied cronies seek to execute against Joseph continues - with Adelup intentionally turning a blind eye the injustices acted out against Joseph and others on Guam who the cronies regard as business competition to friends and family.
Public Health Stiffs Cancer Patients - Again
Meanwhile, dozens of cancer patients now find their lives and therapies in jeopardy as MIP/Medicaid patients.
Senator Dennis Rodrigues Jr., despite being informed of the critical situation nothing has been done according to several local doctors. To be fair, Rodriguez who chairs the committee on health, has been understandably distracted by efforts to secure that $2.7 million tax giveaway for his parents.
Several clinics that were purchasing chemo drugs from the local vendor are not able to acquire the needed meds for the patients as the vendor has been owed millions by GMH and Public Health since Lt. governor Cousin Eddie came into office.
The vendor, while afraid to speak out, has refused to purchase any more drugs because, according to sources the business has fronted for Public Health on a promise that the director reneged on, leaving the pharmacy hold the bag and actually owing one doctor more than $100,000 for using his drugs when the pharmacy had run out.
One local doctor told Guamblog, "At worst patients will die, at best they should not have to go through this like third world mendicants." The Committee reminds that the decision to not pay GMH and have pharmacies supply the drugs was made by Tess Archangle - before lt. gov. Eddie Calvo abolished the GMH board to install his own people, who have done nothing of any note to address the matter.
GMH pharmacy previously doled out drugs for MIP/Medicaid patients at private clinics where the cost for treatment is less expensive. It was an idea situation as GMH could acquire the drugs at a better price than a private clinic. However, after Public Health refused to pay GMH for the meds, a vendor on a promise from PHSS, took up the purchase of the needed meds and issued the chemo drugs to doctors.
That was, until last week. While patients in need of chemo can go to GMH for treatment - at a cost 10 to 20 times more than what it would cost outside of the hospital - dozen more will find their therapies and treatments compromised.
A Guamblog reader wrote: "MIP and Medicaid patients cannot be treated at this time because of PH and the idiots there. You can't blame one person (Cousin Eddie) for all the shit that happens on Guam. You can't cure stupid!!!"
Wasn't only a week or so ago that lt. governor Cousin Eddie was trumpeting that thanks to his fiscal management the government ha a budget surplus of $10 million. The first surplus in 23 years.
Following the tragic homicidal rampage in Tumon, increasing crime against tourists and island residents and now the risk to cancer patient care, it is easy to see what he skimped on to achieve that dubious surplus.
Where is Gov. Champ Calvo? I hope he gets back to the work of pillaging and looting GovGuam to amass his billion dollar empire soon. If not, Cousin Eddie is going to keep on letting his cronies and loons running the government boards dump all over us.
