I am persuaded that there is more to governance than just rules, laws, and discipline. A culture must have a heart, too. A strong heart that never falters.

That he's an Imperial spy makes it even better and more realistic.
All Ula wanted was the chance to prove the rightness of his principles. He didn't mind the existence of the Sith, but they shouldn't be allowed to run roughshod over everyone else.

One of the most contradictory sentences ever 🤣. Running roughshod over everyone is the M.O. of the Sith. That's what they do. So, yeah, Ula does mind their existence, but he can't admit it because he's an Imperial.
