                              he  hovered  just  behind  the  shadowed  outline  of  forest.  he'd  just  returned  from  spilling  his  heart  to  an  empty  grave,  a  silent  &  darkened  window  to  a  room  that  had  once  belonged  to  his  best  friend.  he'd  pulled  every  last  drop  of  blood  from  his  latest  victim's  veins,  until  he'd  felt  the  shaky  beat  of  his  heart  cease.  he'd  tearfully  confessed  to  this  sin  all  the  while  knowing  it  was  inevitably  not  the  last  time  he  would  kill.  he  hadn't  been   able  to  bring  himself  to  feed  the  night  before  this  one,  the  guilt  of  more  than  one  death  weighing  too  heavily  on  his  conscience.  tonight  he  knew  he'd  have  to  find  a  new  victim,  &  the  pain  that  came  with  committing  such  an  atrocity  was  only  slightly  outweighed  by  the  agonizing  thirst  that  had  begun  to  set  in.  he  could  sense  another  presence  even  before  the  person  came  into  view,  &  he  shrunk  deeper  into  the  darkness.  it  was  a  boy,  one  he  did  not  recognize,  but  decidedly  a  human.  he  hesitated,  pondering  if  attacking  a  potential  outsider  would  be  too  risky,  but  finding  the  emptiness  swelling  in  him  enough  to  overpower  all  reason.  the  snap  of  a  twig  under  foot  announced  his presence  to  the  other,  as  he  emerged  from  beneath  the  shadows.

                           he  spoke  softly  as  he  approached,  blackened  hues  fixed  on  the  ground  beneath  him.   "  i  haven’t  seen  you  around  here  before.  are  you  lost  ?  "

So yes, ghosts are cannon in Dangan Ronpa. The main character Komaru Naegi can see ghosts ever sense she was a kid.
