Yeah I heard that too and I believe it but here's why that a fucking shitty idea
If you want people to spend time on a website, rather than using it as a tool, cool, but YouTube is already established as the video tool on the internet and is the social platform for video. So long as the option is there, users would rather upload to YouTube and link via Tumblr, because the Tumblr video player has a reputation as being a sack of shit and yes, genuinely does not run as fast as YouTube.
There is no niche Tumblr is looking for in the video market. Vimeo is for professionals demoing their work. Blip is for long form internet videos. Vine is for super short jokes. YouTube is for... well, everything else. If the assumption is that Tumblr's main userbase is looking for something other than a) short jokes, b) longer discussion, c) vlogs, I don't know what that is.
Autoplaying videos is just a fucking stupid idea. It works on Vine because a) it pauses and mutes when you scroll down and b) Vine involves focusing on one video and then moving onto the next, not swapping from video to text to image etc, c) you don't have to unmute it, so it being automated has a point. All autoplaying videos does is distract users and use up my fucking bandwidth apparently. It also artificially inflates the number of plays a video gets (On YouTube a play is usually a view, on Tumblr now it's a loop after having been loaded)
YouTube allows users to pick their content and respond to it directly. Tumblr basically subjects you to what's popular and makes you contribute to the views by having loaded it.
If they want to build a video site, they have to build it on content creators. There is no video content creator on the internet who is going to switch to Tumblr from YouTube, Blip, or Vimeo, no matter how many people share their content on Tumblr.
