The question mark is made out of EL Wire. Specifically, it is the starter pack I bought from adafruit (https://www.adafruit.com/product/320 to be extra super specific). It looks pretty awesome, and they have a bunch of tutorials on what you can do with it. But beware, while it looks bright indoors, even under lights, too much natural light drowns it out to the point where you can’t really tell it’s on.
I didn’t take progress pictures; I hope this next bit makes sense. I didn’t sew the whole thing to the jacket, I used glue to get it to keep its shape and just tacked it down in a couple terminal points with “invisible” thread. To get it to hold the shape, I drew the outline on cardboard and laid out the wire over it. The line of the question mark was actually two of the EL wires laid next to each other, so it would maintain a smooth curve when the two wires were glued together. I used a couple loops of wire to “staple” the EL wire onto the outline and once it was flat and there were no buckles in the wires, I glued the wires together with E6000 glue. Then I taped the part between the dot and the rest of it with electrical tape. The end came off the dot and connected to the battery pack that was clipped onto my belt. The end result was flexible enough to not get damaged in transit but rigid enough to hold the shape without too much thread to hold it in place.
