"DSO is carrying more and more bio-weapons by the second." HUNK remarks, although it's more of a statement. How long had they kept that Birkin girl behind bars? HUNK had no interest in the government except to just know what to expect out of them and their actions, Umbrella had always been closely knit with them, after all. He isn't surprised that of the few survivors, DSO had kept two of them in what was practically a prison contract.
Then again, Umbrella would have only done worse to them, as he's sure the person before him already knew.
