Characters: Bucky Barnes, Loki, Stephen Strange, Vision, Tony Stark, Bruce Banner
Bucky honestly thinks flirting has changed because nothing he's doing is working. He's been under HYDRA control for most of his life that his memories are obscured and a lot of what he remembers is from back in the 40s. To him it makes sense that maybe what he's doing in an attempt to flirt is just not registering because it can't be construed as flirting. He tries asking Steve but since Steve doesn't date much (or at all), there's no much advice he can offer Bucky. To Bucky it's more likely that the way he's flirting is wrong rather than you not realizing that he's flirting. In the end he doesn't piece together that you haven't realized he's flirting, he just decides that maybe being upfront is more of a benefit to him now than it might have been years ago.
Loki thinks that something is wrong with him, with his magic. Because you have to recognize his flirting don't you? Because he's being very obvious isn't he? Except he's being obvious by Loki standards which definitely aren't everyone else's standards. He'll put on the biggest show in front of you and everyone yet still you don't get that he's flirting with you. This is just who Loki is, that's what you've managed to think this entire time. You've heard the stories and read the myths and there's nothing unexpected here, this is just Loki acting as Loki does. Over time it becomes clearer to Loki that you just aren't going to get what he is attempting and that maybe there should be a different approach. To him it doesn't register that his flirting has gone unnoticed.
Stephen believes that he's always been bad at flirting, it doesn't hit him that you might just be oblivious to his flirting. He's been cocky, been over confident, but never been good at flirting. It's something he's still going to try and he'll try absolutely every trick in the book that he knows in an effort to flirt with you. Of course being straight forward doesn't cross his mind, he's worried he'd make a fool of himself by asking you out in the easiest way possible. At this point everyone is fed up with his flirting and want to tell you how Stephen feels about you but they won't. Stephen's just going to continue going in circles until finally it registers that maybe he's bad at flirting sure, but maybe you also are oblivious to his terrible flirting.
Vision really has no sense of flirting. He understands the concept but his flirting has simply been gained from the knowledge he once had as JARVIS. He understands the concept, he's received tips from Tony, but the execution of it all has fallen flat. You being oblivious to his flirting isn't that hard because his flirting is hard to recognize as flirting. It's more entertaining for everyone else to watch Vision become frustrated that his point isn't getting across rather than feeling bad that the flirting isn't being recognized. Eventually this leads to Vision questioning you about your lack of response to his flirting which opens up a conversation about the fact that you didn't even realize he was flirting.
Tony becomes increasingly frustrated and as his frustration increases, his attempts to flirt just grow in size. At first it was simple pick up lines that you didn't register and a combination of compliments that on your part didn't seem to have any ulterior motive. When Tony sees that isn't going to work he thinks you're just waiting for some bigger gesture and so the more you ignore him (in his mindset) the bigger the flirting effort becomes. He has these grand gestures planned, schedules meetings with Pepper to go over attempts at flirting with you, runs simulations with JARVIS to analyze possible reactions. Every resource he has he'll attempt to use until one day someone points out to Tony that maybe you aren't realizing he's flirting with you.
Bruce fumbles over his flirting more than he'd like. He isn't used to flirting and he really isn't used to putting himself out there what with Hulk and all. If anyone can handle the fact that he's not just Bruce Banner then that person is you. The only problem is that he can't seem to get everything across in order to show you that he's interested in you. Bruce is more the person who would prefer to be more direct with you in the first place, worried that his flirting isn't that great and can easily be missed. When it seems that this is the case he gets frustrated that he didn't just attempt to be straight forward with you from the get go.
