That Orwell quote is pretty edgy out of context. He could be interpreted as saying that oppressed people who want to take power away from their oppressors are no better than them. But ideas of freedom and a better life are more than just the "pure wind" we use to express them. But yeah, he lived through two world wars. He's not talking about politics as we know it today, he sees it through the lens of his time: huge propagandist ideological movements.
